Rebirth got an update
looking for patch notes... i wonder if this was to solve the unable to select resolution unless in windowed mode bug

It's not a bug. No game let you change the resolution in borderless mode, as it's tied to your desktop resolution.

I really wish they would change this. It's often pointed out that there's "no such thing as exclusive fullscreen" in DX12 but some DX12 games have an exclusive fullscreen that lets you choose different resolutions while others force you to use your desktop resolution so there's clearly some difference there.

Its your desktop resolution. When you change these, than you can lower the res.
