no but we already know the textures are not changed because of the install size. it would be 310gb+ if they upscaled them. mods will eventually do that anyway though if you want it
they were fine on ps5 just the ps5 sucked
given what he said i think 2k / 60 with pop-in on ultra sounds reasonable and easily doable to me for a 3080, maybe better with dlss on. idk the specs of a 70 off hand
there are also settings to enable dynamic resolution and choosing how low it is allowed to go. seems like you'll be able to fine tune it to do what you need
I don't really care much about Ultra settings. High is good for me. if I have to play Medium, it's fine. I just want a good framerate.

Brazilian reviewer who got to test it on a 4060, for whatever reason he's insisting on playing at 1440p resolution but manages to achieve 60fps on medium with DLSS on, i guess you can get it to 60fps on 1080p high with a few settings reduced
When SE advertised enhanced textures they meant higher mipmaps
mipmaps don't make textures better it just affects how textures are in the distance
