Pretty much. It's a loyalty program whose main reward is flat discounts plus the occasional voucher to add a small extra discount (for instance I was able to add a 3% on top of the 43%, total came out to $38.36 for me.

FF7 Remake took years to get to PC. One of the laziest PC ports I have ever played, and then it gets locked AGAIN behind yet another store front before launching on Steam.
Especially since the PS3 tech demo, a FF7 remake has been a dream for many. We now have the technology to exceed anything people we could have hoped for back then, but a lot else has also changed. I admit that I did not give the first part of this remake trilogy a fair chance until much later purely because the direction of recent mainline FF games left me alienated.
I did think the first part of this remake trilogy was fantastic and I wish all the success in the world for Rebirth on PC, if for no other reason than to show Square and the rest of the industry that well crafted gameplay gets better sales.

When you release a game as a trilogy people are far less willing to buy 2 games so they can get in on game number 2. This deal is incentive for people who didn't buy Remake to buy them both.
