Yes, the world is separated into zones, but it follows the usual open world structure.

Technically it's not open world, it's a sandbox, but these days people use the two interchangeably.

I burned out on the Final Fantasy Remake and just watched the cut-scenes on Utubs because I couldn't be bothered to walk down the familiar yet slightly different corridors to the end game. I was kinda happy to see my favorite DISC 1 fight included in a unique way with Hundred Gunner (you can even use grenades on it).

Hopefully, this game will keep me invested long enough to finish it this time. But, usually I just get bored and end up making custom content.
It's called regions/zones........but it will feel much more feel like an open world compared to FF7Remake.

What's more, is each "zone" is beautiful and you can tell a lot of care was put into each one. It's genuinely the most beautiful and unique world I've seen in a jrpg in decades.

To be truly open world, a game has to give you the freedom to tackle the game's content in any order you chose, like Skyrim for example, you can walk out of the tutorial cave, walk clear across the map, get on the boat to Morrowind and join the Skaal.

Games like Far Cry, even GTA, they follow a similar structure, but there's still a linearity to the way you progress through the game's content.
