Whats a videocard on your laptop?
If its 10xx gen, its will not work.
You can try to download d3d12.dll if you have 16xx video.
And put in > FINAL FANTASY VII REBIRTH - End - Binaries - Win64 dirictory.

Download d3d12.dll from here for example:
https://drive.google.com/file/d/14dE3MoUvPCA-UYbZPcT5BBPdQw6oQYCD/view?usp=sharing
Locate the Game’s Installation Folder:
Steam\steamapps\common\FINAL FANTASY VII REBIRTH\End\Binaries\Win64
Place the Modified DLL
Copy the downloaded d3d12.dll into the Win64 folder.

You can find it in Steam.
In main menu Steam (Steam, View, Friends, Games, Ref) on the top left > Last submenu Reference or somhing like that, after "About system".

This may just a little update but I was told to recommend a new computer cause my laptop is an old one (I have my gaming laptop since 2022) and of course I don’t know what to do I got a rtx 1060 and this game 3050 and still want to play it
update but it's 1650 but i still want to play this and is there a way to get rid of this dx12 thing and lower the graphic?

So technically your GTX 1650 doesn't qualify as supporting the game butttt there is a slight gotcha that makes that actually not true due to an actual quirk with the hardware.

Basically, unlike the other GTX 10xx GPUs, the GTX 16x0 GPU such as your GTX 1650 actually have part of the required hardware to support certain features of DirectX 12 but not all of the hardware needed to pass certification for supporting DirectX 12.

Coincidentally... the hardware yours just so happens to have part of is for Mesh Shaders, the very thing this game needs from DX12 to run.

Now, since you lack official certification for DX12 and thus cannot officially install it the normal way automatically you will want to check this resource which will let you play it on your GPU https://steamcommunity.com/sharedfiles/filedetails/?id=3413406072

You could also try this to boost performance on the game, too: https://store.steampowered.com/app/993090/Lossless_Scaling/

That said, it is certainly about time for you to upgrade... sooner than later with potential global hardware impacts due to ridiculous tariff nonsense before prices really potentially increase. You can get a budget option and get by fine gaming now days though. No need to get a high end PC.

Lossless scaling is an impressive program, but it also prevents recording gameplay footage. Just a heads up
a message appears:

Game files required to initialize the global shader library are missing from:

D:/SteamLibrary/steamapps/commom/FINAL FANTASY VII REBIRTH/End/Content/

Please make sure the game is installed correctly
Really have to calm atleast the min specs out for this game. so meny people wanted this game that they changed the minds of square soft to make it. now they limit the people who can play it to what 10% maybe 20% of the gaming community? Come on lower the min specs!!!!!!
