If anyone could please help me with stuttering issues...
I have recently been trying to play this game on my new pc. However even with this hardware the game seems to stutter/hitch constantly. For context... I'm currently in the Intro section of the game, the flashback. As I run around the town or try out cutscenes with others in the village, I get Massive frame skips and hitches. Then it returns to normal and repeats over and over. Not sure if it matters but... I've played through all of Intergrade (with mods) and apart from the common issues in Sector 7 and a few loading points throughout the game. I did not experience any graphical hitches in that game compared to what I am seeing now with Rebirth.

The Only minor fix has been to adjust my graphics to low. Even then the hitching is Mostly gone but not absent. I didn't get this GPU to play current games on low gfx settings.

PC Specs:
RTX 5080 MSI GAMING TRIO OC 16GB
AMD Ryzen 7 9800X3D 4.7GHz
ASUS ROG Strix B650E-F
G.SKILL Trident Z5 Neo Series (AMD Expo) DDR5 RAM 32GB
Samsung 990 Pro 4TB (game installed)

I've also tried looking through forums on:
  • Google Searches
  • Nexus Mods (as well as a few mods for this issue)
  • Reddit
  • Steam

I have even tried Youtube videos on possible solutions and fixes. I'm unable to find one for my issue with the game.

I have heard that there is a "potential" fix for this game when using an Nvidia GPU, something about editing files through Nvidia Inspector. Though every link I have scanned using a virus scanner has told me the files are Malicious. The one link that checked out did not contain the .exe for some reason.

I'm open to any and all suggestions. If there is already a working fix for this and could be redirected to that thread if I missed it that would be Greatly Appreciated.

Have you tried lowering the frame rate in the options menu. This isn't a first person shooter there is no advantage to playing at more then sixty.

It sounds like your shaders either aren't generated or are generated wrong. Have you tried wiping them out and regenerating them? I think the shaders in "<your steam directory>\steamapps\shadercache\2909400".

If you copied them from your old PC, they are probably generated wrong.

This was a fresh install of the game. My old pc couldn't run the game because I had a GTX 1070. Every time I boot up the game I allow the shader compiler to run and complete. I will look in to that directory and see if I can do anything from there.
I have almost an identical PC to you. I have seen stutters my whole play through. However, tonight I did not. I went in and disabled X3d Boost mode in the BIOS. This boost mode turns off hyperthreading. Which can be good in some games, and bad in others. Well, I turned it off and so far in 3 games i benchmark, my FPS is up and i also played an hour of FF7 Rebirth and zero stuttering. I sat at 120fps the whole time (running 66% on my 4k screen).
Idk if i did the above recommended above properly but I went in and removed my shadercache/2909400 and it did not seem to change anything. I don't even know if it generated a new file for that directory... it looks as if it did not.

About the CPU thing in question... I have seen that people have brought up that AMD CPUs Exclusively 9800X3D can cause issues with the game. I think it was in a Bltzz video. I'm wondering if I were to make this change. Would that mean that anytime I want to play Rebirth, I would need to go in to bios and make these changes?
It may be a placebo but... I think disabling the Boost Mode for the CPU fixed the stuttering issue for the most part. It doesn't seem to be as noticeable ...so far

I will still be on the lookout for another solution. Just in case I don't need to keep entering bios to make these changes to play this game.

The game was choppy at start with RTX 4090
Turning on FPS limit in Nvidia panel instead of ingame worked
The game is smooth now

ah... i see i tried that and and it is slightly better for me. I'm still experiencing issues throughout for some reason. Idk what I did but at some point in attempting to fix this issue I somehow enabled the game to exceed 120hz. Now no matter what I do I can not revert the fps cap itself through the game. It straight up IGNORES the in-game refresh rate option.

I did however as you mentioned. Now my game won't exceed 120hz but still hitches every couple of frames. Idk what else I could try besides that bios trick that seemed to fix about 80% of the issue.

have you updated ff7hook? the lack of fps limit indicates that you prolly have installed engine tweak in the past.

Download the ultimate engine tweak, move it to the correct folder, then set it to read only. In the same folder (windowsnoeditor), delete the EndMenu config file and let the game generate a new one. See if it helps

I limit my fps to 72fps (7950x3d/rtx4090, both min-max resolution 66% with dlss4)

try set vsynce to 60 in game
try set power management mode to prefer maximum performance in Nvidia for game profile
try remove driver NVIDIA using DDU in safe mod and install last driver
it will happened in newest graphics car, like Nvdia RTX50XX or AMD 90XX, just need SE to fix it!

I can look and see if my scripthook is up to date also i'm not sure if i installed UET correctly but I will try these out and see what happens

I wish the game would listen to my nvidia and or in-game settings for frame rate but it just won't anymore and I have tried Driver Uninstaller in Safe Mode to no noticeable changes in performance sadly appreciate the advice though
and yes i understand being an early adopter comes with potential snags and patches may iron these issues out over time
