Why did he make Chadley?

What was Hojo's reason for making an android little boy. Did he want a son? What was Charley's primary function or purpose for being created?

Yup, and it is very weird he escaped Hojo so easily and has been wandering around so freely with no mention by Hojo. He also hasn't mentioned Hojo pursuing him or asked for help, either.

As intelligent as he is I don't think Chadley has the capacity to evade the extremely devious Hojo. I suspect he could very well be letting Chadley act to his own devices for different nature of research and will eventually transform him or render him a threat, against his will, at some point in episode 3 but we'll see how it turns out.

Hojo has some story relevance in the Nibel region protorelic quest line, which Chadley leads. We only see a short cutscene, but it hints that things will happen in the future.

my guess is when we have to go back to midgar to deal with hojo and kill him well encounter chadleys human body on our way to kill the maniac

Me too. I don't dislike him be he does feel like a low effort element intended to facilitate basic features. Hopefully they can pull a good twist out of him similar to Roche.

Certainly a partial possibility, though I think he is using Chadley to both track and gain data and then make them fight a Chadley optimized to defeat them. I just hope it has more kick than such a basic premise.
