Unplayable low fps with 3080 ti
Been playing ff7 rebirth and even if I put on 720p a everything low it gets 30 to 40 fps at best. I put 4k max settings and it's 20-30 fps. Tried mod fixed. YouTube guides. Everything I can find. No improvement. Also doesn't go above 60c or 40% usage. Anyone have a similar issue that can help thanks.

This game had some updates and still runs like ♥♥♥♥.... Square enix is teh worst when it coems to porting their games to pc which is weird since they made this game on PC. Make it make sense.
i am running a 7900 amd GPU and a 12 core cpu and i am getting 30fps with alot of stutter. my hardware should be able to play with a steady 60fps in 2k and hell 4k. I have tio use a mod that gives me frame gen and it is not a 100% fix from Stutters. plus lets not forget texture pop ins all over the place.
I can play Cyberpunk 2077 in 4k with max graphics and i get a steady 35-40fps sometimes 50 fps but somereason i cant run this game? cybnerpunk haves better graphics then a square enix game but somehow this game stutters like crazy.
Make it make sense. I mean ff7 rebirth textures arnt as good as Cyberpunk2077 almost everythign in that world is soo destailed compared to a Final fantasy game.. The only thing Final fantasy haves goign is their main character model's. everythign else looks like ♥♥♥♥ imo. i mean teh foliege looks liek paper if you actually stop and look at them.

6900xt and 5950x here getting 90-120fps @1440p no upscalers, no framegen
try Optiscaler, found on github and nexusmods.
it lets me run the game in 720p, but upscaled with dlss4 to my monitor res 1440p. 60-90 fps on 3070 on 9th gen intel i7

Try updating your graphics card drivers or have the game do a new shader cache save. It worked for me.

I'm betting something is holding you back.

I have i5 12600KF, 32 GB RAM 3600Mhz , RTX 3080 FE and I run at constant 75 FPS on 1080p on max settings.

A.) Make sure that the game is installed on the fastest SSD or NVME drive that you have available.

B.) If on Nvidia, look up how to symlink your shader cache folders to said SSD or NVME drive so that the shaders are compiled on and run off of that drive, instead of your OS drive.
AMD here, no issues anymore.

What mods do you use?I get 90-120 fps on a 4070s at 1440p. And I have the game set to ultra. and no scalers, perhaps some mods ruin the fun for you?
10850k
32gb ram 3600mhz
rtx 3080 10gb
1440p native sitting at 90 fps pretty much all of the time at high settings.

Not sure whats going on with your system, But something is holding it back cus my gpu is full tilt basically all the time. Old drivers?

Same here on 4070ti.
I chose to lock at 60 fps using nvidia's software. I use 3x legacy DSR and 100/66 DLSS. 1440p. 60fps/16.6ms frametime all the time except when new content loads in ie: cutscene. My gpu is comparatively chill at 50-60% with this setup.

There is definitely something wrong with your setup OP.

Update your GPU drivers, windows patch 24h2 has broken something with GPU's, and manufacturers are playing catch up. Very important to install every driver update atm.

Also clear your shader cache for the game.

Might be something wrong with your PCI too. Too much traffic on it maybe ? Setting your GPU's interrupt priority to "high" might help you with that. Bios disabling anything you don't need, like integrated gpu, might also help. Perhaps your PCI settings are wrong as well, if you're using pci express gen 5, try lowering it down to gen 4.

3080ti and 5800x and with high settings and DLSS 4 set to 66%/66% its fine on 4K

As always I run Vsync 60 to keep GPU load under 80% - most people wrongly try to get max fps and then wonder why they have high heat and power and frametime glitches and slowdown - the right way is to limit fps so you have some fps to spare in battles / towns - often just reducing settings is all thats needed

PCs aren't as easy to work with as people think - theyre not consoles - and then blame game devs or Windows etc - or try lots of random "fixes" like you can see in the other posts

Yeah this, and people are really quick to blame the game/devs instead of looking into learning that.

I've never had problems that prevented me from running software in like, 30 years of PC gaming, yet, if I rely on people on steam forums, every game is broken as ♥♥♥♥, CTD's, has poor performance, etc... Vast majority of these things are on the user side, is the first thing you learn working in IT, and it's really hard to keep it inside. ;p

Except getting 35-40 FPS on Cyberpunk 2077 isn't a case for proving this unrelated game runs poorly because you don't actually make a frame of reference for context comparison.

Just to be perfectly clear, OP's issue isn't because it is "unoptimized" because they're only using 40% GPU. This means there is another limiting factor like their CPU or memory is not up to par or a bug.

Back to your case you don't elaborate on your performance in this game as a point of comparison, yourself, but considering the video I post below is running it on the same GPU 7900 XTX with native resolution (no upscaling/dynamic scaling) at max settings 4K and getting 70-100 FPS typically I'm going to have to say something is wrong on your end if you are seeing poor performance, or a bug.

Bugs are not the same as optimization issues.

Whether either of you are even experiencing a bug or simply have another problem like underpowered CPU (12 core tells us close to nothing), slow RAM or storage speeds, thermal throttling, or other issues... not to mention AMD has had issues, on their own end, with this game they've stated they're working on some commentors have reported over the last few weeks (no idea if resolved yet as I use an Nvidia GPU myself to avoid gimping myself).

You are completely incorrect that Cyberpunk 2077 has better textures. It actually has very poor textures for most things and just looks nice due to the lighting from ray tracing and from upscaling cleaning up its poor quality textures.

Take a look at this to see the native textures of Cyberpunk 2077 vs the HD mod textures. This is just how poor the textures in that game are:
https://www.nexusmods.com/cyberpunk2077/mods/7652

Final Fantasy VII Rebirth has mostly pretty good textures, by comparison, though with the asset density there are likely areas that people see less often they make compromise on. This game's biggest issue is outside real-time cutscenes the lighting with character material interaction is quite low quality (no idea wth they were thinking, even from a performance perspective it shouldn't be this bad).

The foilage is mostly sprites, which are literal flat textures with transparencies which is how almost every existing game ever does it except for a few models like trees. It is rare to get something more advanced like the original Crysis. Cyberpunk 2077 is no exception and, in fact, almost totally lacks foilage so not even a good comparison.

You can see the game is pretty asset dense compared to most games that just reuse a lot of the same assets to save memory and processing. You can also carefully see which ones they keep lower quality and which they maintain higher quality through clearly careful consideration if you know what to look for and how they pick:

Honestly, that is way more impressive than much of CP2077's scenes, though Phantom Liberty tries to compete. Granted, the game is much older than this one while this one is limited to UE4. If either game were made with a modern engine they would both likely go much further.

rallying cry of the uninformed

should be playable with a 3080ti, probably u have a cpu bottleneck.
