It's normal, your v-sync is deactivated and your GPU uses its power to create fake frames instead of real ones.
You only need vsync if you arnt using VRR, framgegen is for high refresh rate displays with vrr.
vsync is for lower quality displays with no vrr
2070 doesn't support frame gen.
But it does support old version DLSS.
And even for games that doesn't support any of those 2, there's a LSFG which works universally, but requires third party software.
LSFG works about as well, AMD Ray Tracing implementation, and the bandwidth is NOT nerfed on the 4000 series of cards.
If it supports DLSS, it'll work with either DLSS Enabler 3.02 (this one adds FSR3.1 and FrameGen for GPUs that would traditionally not support the FrameGen LLM; works like a champ on my GTX 1070 and Steam Deck), or DLSS Enabler 3.03 (this one's in beta, but automatically enforces FSR 3.1+ FrameGen for _any_ game supporting DLSS, regardless of explicit FrameGen support).
Free mod, google it, there are youtube vids on how to put it in place.
