Can I run this?
Okay, I'm reasonably sure I can run Rebirth. However, something I've been confronted with recently is that I don't understand nearly about my rig as I thought I did (long story). So I'm just gonna ask the stupid question straight up: do you guys think I can run this? Doesn't have to be super-duper ultra settings, just decent fidelity and consistent 60.

CPU: Intel i9-9900
GPU: RTX 2070
RAM: 16 GB

I was able to run Remake more or less fine, though apparently the specs on that game are way lower, so I guess that doesn't mean anything.

Yes, you can run Final Fantasy VII Rebirth with your system specs. Your system meets the recommended specifications, so you should expect to play at 1080p / 60 FPS on Medium settings comfortably.

Okay, I figured as much, but sometimes, I just need someone else to tell me these things. Thank you.

Your processor should be fine but FF7R is pretty vram hungry and considering that Rebirth has a huge open world, you might run into stuttering issues. You will probably have to run the game with textures set to low.

Long as the framerate holds steady, I could probably live with that.

I personally like to see what happens on release. I bought Elden Ring on a potato that did NOT meet minimum specs but ran the game better than some NASA computers.
