So yes, between 2060 and 2070 there's not that much difference in performance, it wouldn't make sense to jump from preset low 30 fps to medium 60 just with a 2070.
Yeah, it's true, but in rasterization is much slower. So, if we asume that this game has some sort of baked ray tracing that can't be turned off it still wouldn't make up for the difference in rasterization. I dunno, it is kinda confusing.
I'm more inclined that the game will have RTGI but you can turn it on and off
In this note from square enix site it says "Depending on your rig, you’ll be able to play the game with frame rates of up to 120FPS and a range of visual enhancements, including refined lighting, improved environment detail, more detailed textures. You’ll also potentially be able to experience enhanced framerates and image quality with NVIDIA DLSS. VRR is also supported." That to me is pretty clear, "refined lightning" kinda sounds like RTGI, but it says it will all be customizable.
