New Video Card Vulkan or OpenGL
need to buy a new video card, I'm thinking about a 4060 8gb or 3060 12gb, but I see that some don't have the directx12 ultimate description, just OpenGL 4.6 and Vulkan. Does anyone know if these cards run in FF7Rebirth?

Nah, Radeon cards are better value for your money and don't run on agonizingly small VRAM. Try something like a 7800 XT for better perf than a 4060 and a similar price.

Some of these cards do not have DirectX Ultimate in the technical description, does OpenGL work? I live in Brasil, a video card like that costs 3 months' salary.

Dude, all these cards supports Directx 12. It's a given, it's the most widespread graphic API for video games so every cards produced in recent years support it.
