It's not... some lambda caches are actually moved :)
You can either try to find them or check the Lambda Locator in Guides section.
Achievements where added way back in 2009 since original HL2 did not have them and HL2: Update was not on Steam at the time, it was more like a patch for the original game. Some of the hard to find lambda caches where moved in more accessible areas and I might missed to restore those with the Steam version.
However HL2: Update is more focused on bringing the visual quality on par with Episode Two or better. If you are a fan of achievements you could expect later on "community made achievements" in Steam workshop.

this works for HL2: Update BTW, not just vanilla HL2
I know I am 3 years late to this thread :D, but I just played the Half-Life 2 update and had the same issue as you did with the last cache number 45th in the game was going around it numerous times but achievement just wouldn't pop up or register it in the gamestats txt file (I converted HEX to binary and counted it more than 10 times to be sure, it was always saying its 45 cache that is missing) but it was 44 cache that was missing in my case(I figured out that simply by reading lambda locator guide and I couldn't remember if I did that one, got suspicious and went back to 44 cache in the anti-citizen one then achievement immediately popped up for me. I don't know why gamestats counted that as 45, but that was the issue for me actually relaying on gamestats to tell me which cache I missing led me to believe it was 45 while it was 44, although gamestat was correct about others (11,12,15,16,27,30,34,40,42) are the ones I missed going through the game first time xd

Some of them are located in different areas on the same map compared to the original. Back then, some players tended to skip certain sections, so I placed a few lambdas more directly along the player's path. You can refer to the Guides section for the exact locations of the lambda caches.
However note that if you allready did that and achivements on Steam did't register then this is a Steam issue that is also present in the original game. You have to remove or make a backup of the game file called "gamestate.txt" that's inside hl2 dir witch communicates with Steam for fetching achivements data. I never had this issue but even today after 20th anniversary I still see this issue isn't resolve and I can't do anything sine it's not game related.
