This is a fair point from a lore stand point, and I do try to use the rifle + crouch + scope for more accurate shots, but there are times where that isn't possible and it can be downright frustrating. I got a video of said frustration here:

Second, assuming that you understand this we can move on to various guns.
The revolver requires you to aim down the iron sight to get an accurate shot. Until you stop moving, it will always be slightly 'off'.
The Rifle is awful...
The shotgun needs you to stand upright and still, not be moving or crouching, to maintain a semi-accurate cone of fire (Note: This cone can still cause some pretty wild misses).
The Rifle is horrible...
The flare gun is much like the Revolver, where you need to aim it without moving.
And last, the Rifle. When not moving or aiming, the gun aims up and to the far right. When crouched or moving, it is so bad you might as well just lay down and die. Once aiming, the movement, glare, and distortion effects can still cause you to miss. Often times the round will fire from the center of the sight, and sometimes it will be slightly too high.
I would never recommend crouching, moving or firing without aiming (except the Shotgun, cause it can't really be aimed). Be aware, though, that the guns are never truly perfectly accurate, and that some level of luck is also involved at all times.
EDIT: I'd also like to mention the screenshots used as an example. On the first your aim is too high, and the cone is not on target. On the second, your shotgun is not leveled, and is aiming far over your intended target, and adding in the effect of the cone of spray you are very likely to miss. In both cases you are likely to rapidly fire all 6 shells, miss all 6 shells, and wind up dead or badly injured.
