Plus is basically just the rerelease for platforms other than Switch.

So, it has improved graphics, higher quality prerenders (1080p30 instead of 720p30) and a Gallery mode, where you can replay cutscenes or listen to music.

All DLC (substories) are also included with the base game.

It's basically the same game, no new story content.
