Same problem for me. I can only push max 45 fps on potato. But up to ~90s on all other settings (why is lowest setting worse). Frames drop to ~60s making the game stutter. Practically unplayable. I have AMD 5950x, RTX3090, 64GB Ram, NVME drive.

Update: Had a friend buy the game. Has same PC Specs as me except a 5800 CPU. He has same issue. Checked today after the update. Frames are higher but when sprinting or turning the character. The game drops 20 frames causing the stutter. Still unplayable on high end PCs.
