There are no clues for some of these anomalies
Seriously, for some of these what are you supposed to do? There's a glitchy lady that the lights turn out and she teleports towards you for example, the game gives zero guidance on what to do. It's incredibly frustrating.

The game doesn't even lay out its mechanics or what to do at the beginning of it, what were they thinking?

well, you didn't observe carefully then, it's written on the electric board "DO NOT LOOK AWAY", so you just don't look away and walk backwards, that would make you pass.
Oh, you mean the other one, that one you must walk during the light is on and stay put while the light is off
Actually, i think in that anomaly its the goal to guide that glitchy lady somewhere such that you can go around her. But to be honest, that one was the most frustating one for me as well.
I mean, there's a reason the game tells you to "look at electric signs" - if there's a particularly lethal anomaly incoming, the electric sign that would normally tell you what stop you're on (or what numbered anomaly you're currently at) will give you very specific instructions for survival.

ex: do not look / don't turn around / do not get off / don't look away / do not open / etc).
The anomaly OP is referring to doesn't actually have clues, it just takes trial and error to figure it out.
That one was very frustrrating as well (the glitchy lady where there is no painted or electric sign to guide you). Basically, you go stand next to an exit door, and wait for her to move while the light is off. Then, after she moves, she will have moved closer to the side of the train. After that, run around her as fast as you can to the next train.
I can't figure out this game at all. Once in a while you get an electrical sign with instructions, and sometimes there is scribbling on the floor of the car, but there are too many anomalies where you are left helpless with no hint or clue for how to clear them and move on. Extremely frustrating. And really creepy in spots.

I got through Exit 8 in a few hours, because there was a tangible learning curve and things eventually fell into place. This one is just incomprehensible.

The basic idea is just to move forward. Some are just things to see, and they don't necessarily affect your progress. The ones that matter will have clues on the signs (except two, which take trial and error).

But what about the car filling with red liquid -- was there a warning that it was coming next that I missed in the previous car? I keep getting killed by this one.

You just have to move fast. The basic idea is surviving the bad ones.

I completed it for the first time tonight -- thanks again for your help. There are still two unlocked achievements, but I guess I'll have to keep playing for those...
The one I keep getting killed by is where you open the door, start moving, then you get stopped and suddenly spun around and creepy acrylic guy is in your face. This must be one of the trial and error ones.

It's either the one where the guy is begging you for help in Japanese (the electric sign says don't open it. You have to wait until the window is transparent)or the one where the door opens automatically (get kind of close to it and wait for it to close).

No, those two I've gotten through (though it's annoying how long you have to wait for the guy banging on the door and yelling to stop). This one, if you start running right when you open the door to the next car, you get slowed down and spun around by the creepy acrylic guy. I'm thinking that the solution might be to start out by just walking a certain distance towards the next door and not running immediately, but it's frustrating that there is no direction or clue on how to get past it, or any warning that it is about to happen to where you can react to avoid it.

Edit: I think that the solution for this one might be to just keep moving forward at a slow speed without stopping or turning around; it has not happened to me for several games, so I must be handling it correctly now.
Now I'm down to just unlocking the third achievement. The second one was hilarious.
