In practice he's not too big a deal, because hardly anyone plays him.
As for how to counter the armor, do as the guy before me said - cast some card on them that does damage to cancel out the shield before you attack. Ghor's armor gets taken away from ANY instance of damage (with some exceptions), even the damage from something as simple as running over a swamp tile, so you can use things like that as well to make him vulnerable.
His ability should be nerfed..
They should do this
Low spirit heroes aren't likely to draw 2-mana spells
And to get the armor in the first place, he has to be in the right place at the right time which doesn't always happen, either.
I don't think he's anywhere near OP.
Plus, when these players continuously go for the ability, they're putting less focus on their quests. That usually gives other players an edge on them through quest leads, so try not to focus on them too much... Unless you need to kick his furry butt out of your way.
