Report a translation problem
The absolute best solution then would be to have the normal 2x4 for base game, creating a 3rd row for whatever single DLC pack you own (Which it already does in the current base game), a 4th row for having two DLC packs, and finally adding in the 5th column for all heroes. Perhaps a concept design that looks something like this.

This numbering scheme will guarantee that the DLC packs will be in line with their respective clans regardless of DLC combinations. The game already prioritizes Usurpers, then Rivals, then Bandits in its numbering scheme, so by changing the orientation a little bit to first build towards a 4x4 grid and then generating a 5th column when all packs are installed should do nicely.
So to use the numbers that would be from the Hero Select Mod for a full roster,
Thane = 0
Mercurio = 1
Sana = 2
Amber = 3
River = 4
Zosha = 5
Brun = 6
Barnaby = 7
Magna = 8
Sargon = 9
Ghor = 10
Elyssia = 11
Fang = 12
Griotte = 13
Yordana = 14
Hargrave = 15
Scarlet = 16
Sylas = 17
Twiss = 18
Horace = 19
If a number is missing, the game already just skips over that number and puts in the next number after that in that slot without any issues (E.x., If somehow only Magna didn't exist in your game and you still had the other Usurpers, then Sargon would occupy Magna's tile, Ghor would be in Sargon's, Elyssia would be in Ghor's, etc). Since we created a clan offset of 4 (Thane is 0, River is 4, Magna is 8, and Fang is 12), this means that no matter what combination of DLC we use for this, they will be placed accordingly without any weird nonsense. So if say you had only Rivals and Bandits, then your Rivals will occupy the row normally given to the Usurpers and the Bandits will move into the row that normally has the Rivals. The column for the Bandits would then just disappear and you are left with a nice 4x4 grid that keeps all the wolves together in the same column and the bandits nice and neat. Some food for thought really on how to improve this hero select for future patches.

EDIT: This mod doesn't work anymore it seems. When I try to start a game in singleplayer or multiplayer it just infinite loads. Do you think we can get a fix?

The issue now is that the hero layout in the clan grounds and the actual hero select are different, so there is no orientation of heroes that satisfies both layouts. Unfortunately this means that the mod will not continue support for future updates.

Since the game has no modding tools and further content support,
I've decided to dive in Unity modding and with the help of BepInEx, I've tried to fulfill the goal of that interesting mod by overcoming the issue with the addition of the Dragon Clan.
It's still in WIP for now, but it works for the Clans Grounds menu. I'll seek deeper for the new game menu and if it works as well. I'll send the files ;)
For my approach, I've been a bit more barbaric as I used BepInEx which implies using some more "advanced" stuff to do for installation of the mod, but since my approach is to directly force the position of the heroes where they should be and rescale the grid slightely, so it might overcomes all obstacle and should not interfere with absence or possession of DLCs (in theory)

Just beware : I didn't tried without the DLC. In theory, you just might see holes in the grid at the position of the characters you don't have.
Maybe I could come up with some auto-filling feature someday. But for now, if you do own all DLCs, the grid will shows up nicely! :)
