How do the star ratings work?

I feel like an idiot but I can't figure it out. Is it based on decoration? Speed of service? Dish variety? I seem to mostly sit at 3 stars, but then sometimes it goes up to 5 and then back to 3 again and I have no idea why. I'm level 19, if it is helpful.

Hi, it is based on 3 things:
- speed of service
- size of the izakaya
-number of dishes
