It's a visual novel based on local russian memes.
Legend says every "skoof" (a poor male in his 40-s, balding loser, has a beer belly) can obtain an "altushka" ("alternative looking young girl" like an emo/goth/e-girl/whatever) all for himself via this government-regulated website called "gosuslugi" (literally "government services", it's a real website).
Cherry on top is that all characters are voiced (it can be switched off) by another local meme star — "Prorok Sunboy" ("Prophet Sunboy"). He used to be a decent (I guess? idk) musician back in the day, but then his life went downhill. He himself is a literal skoof now (born in 1969).

Okay, so this is probably obvious but I tried to start the game and it is in Russian. There might be an option to switch it to English in the menus somewhere but since I don't speak the language I don't know where that option is. Can someone help me?

I figured it out on my own. The words on the bottom of the screen from the left (in Russian) are skip (you can't pick this one) auto and settings. Pick settings then at the bottom left of that screen is an option to change the language to English. Leaving instructions here for anyone who may need help.
