Characters in Soul Tree with Skull Crossed Out Icon

There are two characters in the Soul Tree with skull icons next to them with a red cross through them. One is called Captain Lucius of the Freehouse the other I'm not sure the name because I haven't unlocked them yet.

Does this mean the character is dead? Or maybe will they not come to me because I have Aligned with Bannerless?

The latter they dislike the bannerless to that degree.
