Also you likelt need to have bannerless as your dominant faction..
But I guess since you already have everyone else.
Try restarting the game fully (so no silent hibernation). That will reset the spawnjng system and flush out any bugs.
If not join the discord so I can analyze some screenshots while I look at my code :)
Just a stab in the dark here, is there any chance that there is an event cap that is being filled by having all DLCs unlocked? After I got all characters unlocked I flew around another hour for good measure and did some stuff, but the mad lector never reappeared again. The first time in the second playthrough he appeared after already having absorbed the Mancers completely, so I don't think that was the trigger.
Wars will sometimes block events that have certain requirements, like being a near another faction or having a starting harbour exist (if you conquer all, some events cannot spawn for instance).
but gonna have a think, what this could be.. There have been some updates on PC that will likely come to console in january, but nothing that touched this.
all in all it's a pretty complex sandbox, and sadly I cannot "retreive" console save files, so I can recreate your issue and analyse in code. (which sucks) so I will keep an eye out for the same issue on PC, and then see if I can get that save to test and analyse..
