Command Towers

I've been trying to work this out but I'm having difficulty, what are the specific conditions that determine the maximum height of a Command Tower? It's not available personnel, adding more connections to a tower certainly seems to have an additive effect but I'm not sure why, maybe I'm just really tired but I can't work it out.

You get a cap increase for every foundation attached and then you raise the actual height per worker access. So if it has ,20 worker access you can do 20.floors

So optimal placement would be right next to Citadels? Or between two Citadels?
