Cheers for picking up the game (and yes, dragons, more dragons is an acceptable answer to pretty much anything)
We'll be sharing a little detailed breakdown series very soon, dropping a blog post regularly focusing on individual aspects of the game with examples (and of course providing an environment for folks to ask any questions they may have about some of the mechanics / features or goals that might feel otherwise unclear to them at the moment!)

it also explains how to get more extractors (just conquer other settlements)
To get more resources extractors you either:
1. Need to change the campaign start settings to allow your faction start with an initial higher amount per resource.
2. You can unlock them it seems and based off RNG by gaining a certain amount of population in each faction = Soul Tree mechanic, except its for buildings but there is no way to currently see if you have unlocked them.
3. Find a faction that has one your are looking for and conquer it for your own (Although at risk of war)
- Another tip, some captains actually are not a Commander or have a ship but are instead resource boosting captains (Resource affected is defined by their name or what they say which affects how far the resource can jump per tower)
Captains:
1. Boost your population to unlock desired captains (Check Soul Tree in the map)
2. The "?" mark is possible to be one of those unlocked captains roaming the sea that you can talk to and recruit. (They will not spawn if you have hostile world events going on, like a raid)
Thats pretty much it for captains/commanders
Question Marks:
Are random world map encounters, some its easier to tell which is what by their overlaying on icon on the question mark.
Also you can tweak campaign settings for your desired resource mechanic per play through in the main menu.

You gain influence by:
1.) Increasing the population
- In RNG events you will occasionally come across refugee settlements of a faction. You can place those settlements and expand upon them, and that will start the wheel turning toward getting more unit encounters on the map.
2.) Using Units
- Every unit, every commander, every ship, etc. that you place from a faction will increase your influence with that faction.
3.) Trade Routes
- Across the world you will find other settlements from other factions. Depending on your current allegiance, you can establish a trade harbor. Pay attention to what they offer and what they want, these will be an alternative to resource extractors until you can find more. Every trade harbor that you set up with a faction will increase your influence with that faction.
From my limited experience so far, there doesn't seem to be a way to keep neutral if you want to keep expanding.
