Report a translation problem
Freight Insulation allows you to carry things like Luxury Goods, Machinery, and Electronics. As you upgrade from level 1 to 3, you'll see the icons appearing that you can carry.
Refrigeration allows you to carry things like Medicine, Foodstuffs, and Chemicals, so it's really about what you want to carry.
Technically, as Hessan said you can carry whatever you want, but if you're stopped by customs carrying something that you shouldn't be, it can be a hefty fine (although they don't confiscate anything).
I have carried items I shouldn't have when trying to fulfil a mandatory contract, but otherwise I generally shy away from it because I'd be pretty mad if I wanted to ship 5000 containers of food only to have it arrive spoiled, or 5000 containers of TVs and find every one broken because the shippers didn't handle it right. Just a personal choice.
But does this actually happen though? Done both without correct fittings but never had the above effects
