Quest 3 - Player hand/controller freezes in place
the left or right hand will randomly stop working in the game. the buttons will still respond, but there is no motion tracking. the hand is frozen in mid air. i am playing this through steam link.

Happens to me. I have to logout and then log back in. Have to go to the steam link main menu.

Yes annoying bug. Got it working one time again after some switching from the menu and back but can't reproduce it. Have to reboot the game to 'get my hand back'.

I have a similiar problem when playing on the Quest 3. When I shoot the pistol with my right hand than after each shot the pistol is frozen in place for a few seconds. Same thing when I shoot the rifle with my right hand.

If I only use my left hand to shoot then there is no problem. I tried to change the primary hand (wrist watch) from left to right, but not dice.

I play a ton of other VR games with this setup, so I am confident that this is not a hardware issue.

I found this article where the author also describes a tracking issue with the right hand:

"My biggest issue during this preview was that my right Sense Controller would consistently lose tracking, leaving me at a significant disadvantage when hordes began coming towards me. Hardly ideal to be stuck with a floating hand mid-battle when the gunplay otherwise feels good. This may have been a hardware problem though, and I'm hoping this issue doesn't return come full release."

Experiencing the same issue. It primarily happens when I bring up any of the Quest 3's system menus and return to the game. It stops tracking the right hand entirely most of the time. Hand either disappears or remains frozen in the air.
And another! I thought I had it figured out but nope, keeps happening

It's not being triggered by the controller leaving the playspace
It's not being triggered by the controller leaving view (though this shouldn't matter, since SteamVR handles that layer)
It's not being caused by the LIV Virtual Tracker add-on for SteamVR, which used to cause similar issues in older games.

My buddy & spent nearly an hour not playing the game, but trying to join each other in a way where both my hands worked. Eventually she had to go to work: Not before I gave up and played with the Quest 3 native version instead (which looks impressively good). But that had it's own issues: Leaving the boundary and returning made my mic permanently not work.

SOLUTION: Turn off hand tracking in your Quest 3's settings. You'll have to use controllers until you turn it on again, but this will work until they patch it (if they patch it).
I was having the same problem. I have a Quest 3s. Every time I left the playable area with the headset and came back, one of my hands would stop tracking. As suggested by SCOTCHBOX, I went into the Meta menus > Settings > Movement Tracking > Hand and body tracking - turn off. It worked for me. I had to restart Arizona Sunshine for the change to take effect.
Turning off hand tracking didn’t do the job. I still have that weird freeze after each shot.
SOLUTION:

1- Turn off “Hand and body tracking” as SCOTCHBOX said.

2- Change your controller batteries

Even if the battery level is like 60% and the controller is running okay with different games, in my situation, I changed them and it worked smoothly.
