I cannot figure out why I'm constantly in the negative on resources. I'm expanding as fast as I can but can never get enough mines to offset my expenses. And I think my other bases only operate when they have a line to my main one, so I need a lot of tracks anyway. And I'm not sure what each color means for tracks.

Can someone give me a explanation?

You have probably too many "tracks", it has a growing upkeep cost. You only need to link your bases to your main one, but it might not be a good idea to link bases that have no ressource income yet (ie. you only own the base and not sub-territories so you would pay the track upkeep without any income to offset it).

It's been a while I last played it but I also think not all buildings have the same upkeep and for exemple going for too many "advanced" lab types in the early game might not be sustainable for your economy.
