Boar: Heavy Weapon + Trading
Sullen: Heavy Weapon (or Pistols & Shotguns) + Thieving
Kruger: Heavy Weapon + Repair
Demon: Heavy Weapon + First Aid (if you use it)
(Hint: threaten to attack the guard at the foundry. If your first quest is not "Clear rats from the warehouse" then you're on the faster route out.)
I also read someplace else, that some sidequests are no longer available if not started before certain events.
I've managed to get Sullen at least 3 times (due to restarting), at level 15, 16 and 22. On all occasions, his skills are as followed:
- Pistol & Shotgun: 64
- Heavy Weapon: 41
- Imperial Weapon: 99
- Thrown Weapon: 89
- Melee: 77
- Scouting: 93-97
- Repair: 21-29
- First Aid: 23-31
- Thieving: 23-27
- Trade: 13
(Since he has the Night Person trait, his INT and PER changes during day and night, leading to the fluctuating levels in Scouting, Repair, First Aid and Thieving)

After playing through the game a few times, I'm positive that the team mates' levels scales with Boar at the moment he gets them, while their skill levels are fixed.
- Sullen is 1 level below Boar
- Kruger is 2 levels below Boar
- Demon is 3 levels below Boar
As I mentioned in my previous post, if you don't want to waste skill points, then get your team mates as soon as possible (and pick the Botanist perk as soon as you get them).
As far as far-reaching side quests go, you can get one from Corporal Varrod when you ask for Smokey's signature (on the Inner Guard route). All the other side quests occur only within the Industrial Area and aren't worth much money or xp.
Industrial zone starting as an Electrician, "ratting" Gallus right away to become inner guard. Not sure whether I should poison Hoover or Betray Wolf to get to Outer Guards faster. Main difference is the pickpocketing anyway - thousands of XP.
And yes my lvl 25 Sullen is the same as your lvl 19 thats -80 skillpoints for all three companions.
PS: I think the sidequest where you get knocked out and need to investigate in Northtown will not be available once you get Sullen. But should be ok to start it and dont continue after the Police wakes you up.
If you start as Electrician instead of Inner guard (no asking for signatures), you will miss the quest "Charlie Don't Surf" given by corporal Varrod (the guy who replaces you as coal-shoveler at Smokey's foundry)
And ... if you turn Wolf in, you will have to go through a lengthy battle sequence, since the guy runs off and holes up in a section of the Industrial Area.

The quest I talk about which I think is missable, once you have a companion, starts when you loot a body on a street. It only has a dollar sign amulet and when you pick that up a quest starts. Its in the same location as your superior (Blacky?)
It was also possible to get the flashlight and escape the area of the map before enemies spawned this however lead to the Flashlight quest not updating in the log.
Maybe killing Hunchback right away when first entering the town would have been even better so lowest as it gets is Sullen lvl 15.
Anyway I decided to reload and not to kill Hunchback at all doing a stealth mission for him instead.
Now I have lvl 17 Sullen, almost no money and the new mandatory outdoor areas are damn hard :)) so i went to do some sidequests anyway. Might reload later today and try without the sidequests.
I doubt that, since you still have to do the flashlight quest, and attacking him still causes several of his men to rush into the house. Besides, you are much weaker when you first arrive in the city.
Only the landing zone is hard, I bought a Best Friend shotgun for Sullen and use the Rat SMG for myself. At the beginning, we hole up at a corner of the map and blast any rogue that come. In later missions I buy Brother shotguns for Boar and Sullen, and things gets much easier.
