Crystal Pines, Abel's Crossing, and Aces Club are not always available, what am I doing wrong?

I have had a skytrack for about a year. A year ago Crystal Pines C.C. was available every time I played the game. Then it started not showing up 25% of the time. Then 50%. Then 75%. Now it is available maybe 1 in 20 times I load the game. That is my favorite course, can someone please offer a suggestion how I can get it back permanently?

Abel's Crossing and Aces Club seem to be linked with Crystal Pines. I.e. whenever Crystal Pines is there, they are, when they are not, neither is CP.

Please help!
