Satan punch

I searched the all parts of the map where can I find the guy which have super punch power like those agents did in last mission? -_-

There's a boat on the little peninsula sticking out from the mansion in nobbing hill (the one where Brittany sends you.) Use the boat to get to Mushroom Marsh where the charge attack is.
