How to activate chat only mode?

I've seen blue parrot saying that she would be in the atrium but she isn't there. I have all endings on level 1 and maxed out favor meter. Please help!

Go to the phone booth, go to the NPC customization menu and at the very bottom (where the character is standing) there will be a button "Invite to Chat", click on it and after that your NPC will be in the Atrium.
