Stockholm - Not enough tunnels (bug or feature?)

While playing Stockholm for the first time, I fell into a situation where I did not have enough tunnels to possibly connect every station.

I am currently out of tunnels to play. Am I supposed to temporarily disconnect stations or is this a bug?

We do scale the chance that you will receive a bridge upgrade each week, so if you don't have any left and there is an unconnected station then you have a very high chance of being offered some (around 95%). It is possible to hit that small chance to not receive a bridge a few weeks in a row, though it shouldn't happen too often. To stave off overloading you can shuffle where bridges are being used, so half of the week have your line going to one island, then the other half of the week going to another island.

Same here.
Played Stockholm 3 times in a row, every time I had to cut connections to some "islands" in order to temporarily connect others. It's a PITA honestly, but I do understand the game design.
EDIT: Is the Stockholm achievement ("Centralen") somehow bugged? I managed to have one station connected to all lines by re-arranging some lines on Saturday+Sunday, yet the achievement didn't unlock on Sunday evening...

It can be really tricky because any kind of connection (even accidental) can cause the achievement to fail. We have giving some kind of signalling about the status of achievements on our To Do list, but we haven't quite gotten to it yet.

The Stockholm map doesn't seem to be bugged that we know of. The safest bet is to pause the game (via tapping the clock for the drop down controls) when making changes that affect the station. When the game is paused, the achievements don't count any actions until the game is unpaused again. I guess it depends on how you play. I just played Stockholm with 4 metro lines, I got offered tunnel upgrades a few times and ended up in the Top 5% with about 2400 passengers. Not exactly why the game didn't offer you more tunnels, maybe you can try unconnecting one station before Sunday is over ("so if you don't have any left and there is an unconnected station then you have a very high chance of being offered some (around 95%)"?

Update: cleared Stockholm. It's not bugged. Sorry for asking :(

I do think this is essentially a bug, even a perfectly strategic player may be forced to fail if he is unlucky with tunnels.
