Can cap breakers be used on multiple builds

Can Cap breakers be used for all builds?

For example I get +5 cap breakers on starter III, do I have +5 for all current and future builds? so if I use all 5 on one build, and I make a new one, do I get +5 on that one too? Or is it +5 shared by all builds?

yes, you will have +5 for current and future builds. it isn't shared so all build will have +5
