Good News - FPS drops, Stuttering and Slow down on gameplays
I found the fix on my problem, hopefully this helps everyone who has the same slow down issues on gameplays, mine is running buttery smooth now, I found the problem, everytime im running the game, "GameBar" is running as well in the task manager. It is recording gameplay everytime. Check your task manager after opening the game. then end the task for game bar. or first, run game bar, check settings, and untick the options where it says recording gameplay while playing. then run the game, and end the task in task manager. Im running now full High with my laptop, RTX 3060, I7 11370H, 24Gb Ram. Hope this helps everyone who has the same issue, There is NO problem with the game.:steamhappy:

EDIT: Only Tested offline modes.
EDIT 2: you should end task as well (GameBar Presence Writer) in Task Manager

Man it's not that simple, I have the gamebar even renamed in the original files so that Windows can't actually open it anytime and the game still have some issues

I don't say it's not better with this 2 patches, but I think we miss at least 1-2 more update in order to have a more smooth game

Anyway just to be sure can you send a screen or a text with your in-game Video Settings? Thanks man

you may try man, if you are not using the game bar, just end the task in task manager. at least on my end, that's how it fixed.

EDIT from first post: I only tested Offline modes, such as Playnow.

Resolution: 1920x1080
Mode: Fullscreen Windowed
Scaling method: DLSS
Scaling quality: DLAA
Scaling Sharpness: 20%
Vertical Sync: On
Dynamic VSync: Off
HDR: disabled (off)
Ray Traced : off
Texture Detail Level: Medium
Advanced Quality Settings: ALL Set to High, and ON, except for Shadow: at Medium

Thanks for the settings, for the gamebar I mean I use a tutorial for not have the bar open anytime, and the trick is to modify the name of the permissions and the gamebar.exe and I can't open anymore, but in any case when I try later just to be sure I chack if the gamebar appear in the processes list

If you want please share your NVIDIA Control Panel Global and Program settings so can I comprare with mines, thanks bro
my Global setting is on Default, except for Shader Cache Size: which is set to 100 GB. For Program (NBA 2k25) :

Low Latency Mode: Ultra
OpenGL rendering GPU: set to actual GPU (3060 laptop)
Power management mode: Prefer Max Performance
Texture Filtering - Anisotropic sample optimization: ON
Vertical Sync: ON
Vulkan/OpenGL present method: Prefer Native

Note: I tried Diablo IV, and it became much smoother now as well. Everytime i will open a game, Game bar will open, so i end the task as well in task manager after I open my Diablo IV game.
Perfect I run a couple of test

If you don't use I suggest you Throttlestop (found a guide first and learn how to undervolt, it's not hard but you gotta be careful)

wow this worked for me too! There is little bit stutter when i make a shot online but rune much smoother now. So I need to end Gamebar every time i start the game? 2k needs to fix this lol

This is not 2K issue bro, it came with Windows. you should end GameBar Presence Writer in task manager as well, it is the main guy why we are having some slow gameplays, and note that i have tested all my games, and it all became way smoother, should've known this years ago. There are some guides on youtube on how to temporary block the "gamebar presence writer" from running, you may search for it if you don't want to manually end it everytime you open any games.

try to check after opening any games. not before. and look for Gamebar and gamebar presence writer.

nice I will take a look! Yes exactly 'gamebar presence writer' was the culprit, i tried online and it stops stuttering almost completely just sometimes when you shoot it micro stutters but otherwise it is smooth.

I turned off Game Bar video capture in my registry since leaving it on kept crashing WWE 2K for me.
it doesn't come up in my taskbar at all.

try to check "gamebar presence writer" in task manager when you are playing the game.

i guess, you may have a different issue on why it is still stuttering on your end if you do not have both: GameBar, and gamebar presence writer in task manager. Hope you can find a fix for your concern if you still have the stuttering. I just hope this solution would help a lot of us who are having the same issues.
