There is no fatigue meter, but there are percentages from 100- 0 that show how fatigued your players are. And you know, when your player gets very tired the Gatorade meter will pop up in game play.

They doesn't have stamina but cpu doens't replace players.
I have 2k23 and I don't have that issue. Hopefully it gets fixed.
This game is basically unplayable for offline play, if you care about it being somewhat realistic...
Get the Early Tipoff Edition to play LATE, when the devs can be bothered to fix substitution rotations.

Its not working for me bro, i tried everything
I just play quick games. 10 min quarters with old teams from the 1980s- 90s. The computer only makes 1-2 subs for the entire game. They should be subbing out frequently. They don't do it, even-though the players are exhausted. I also have NBA2k 23 and have no issues with the CPU subbing out tired players, except for a crash here and there. Those are rare though. Just my opinion, but it takes the realism out when players aren't subbed.
I actually really WANT to play the game and keep on checking for fixes twice a day but there seems to be no urgency whatsoever! If it's a difficult thing to sort out atleast tell your community what's up. People pay for your game and you guys first release it with broken parts and then don't even talk about the issue A WEEK later.
