1) Set graphics to maximum.
2) Disable resolution scaling.
3) Enable temporal antialiasing in the advanced graphics settings.
4) If you want motion blur, enable it in the same settings and set it to a max of 50 in the main settings menu.
5) Go to the video settings tab and click the build shaders to rebuild your shaders.
These steps should fix the problem.
