Roster update delayed on PC?

I've noticed today's roster update hit consoles but hasn't hit PC, does anyone know if this is intentional?

Where does it say that in the patch notes? There are 8 pages of notes and I don't see anything on roster updates.

Its literally in the first line "Patch Update 3.0 for PC, releasing on Steam shortly before Season 3 begins on November 29"

That would imply patch updates are inclusive of roster rating updates but it is not explicitly listed. My understanding was that patch updates are for bugs and such and roster updates would occur every two weeks.
