We can only continue to speculate as there are multiple plausible reasons they could have made that decision.
I would just be very surprised if it turned out to be something on the subjective end like "laziness" or "lack of disrespect" or "there is no reason/excuse" as a company wouldn't have those reasons in their vocabulary.

AVX2 was implemented from haswell processor by intel in 2013 and by AMD with excavator processors in 2015. If you don't have an AVX2 processor in 2024 your aren't gaming on it anyways. Can you please stop peddling this lie that it's because of AvX2 processor's because it's being the standard for 8 years now and we have begun implementing a new standard AVX 10 from 2024. Never mind that AVX 512 has been the standard on PCs since 2017. But no a 10 year old tech is holding back a new mode.
Not paying the same for less
A game developed on pc, made for $500 consoles and excluding the very device the game mode is built on. This is what happens when people pour money into these lazy companies and they start to look down on its consumers.
However, having first-hand experience of repeatedly having to tell people in the NBA 2K25 forum that their processor doesn't run AVX2 so it's incompatible with the game suggests it's not an insignificant point to make.
Well if it's the reason they are going to hurt their bottom line a lot more. Hardly anyone has a game icon in the forums this year unlike last year and if they are running 10 year old+ processors, and thats the AMD side, Intel it has being the standard for 12 years they really should be looking at upgrading their systems. Using old obsolete tech as an excuse to say our game won't sell has literally made the game not sell. I would have pre-ordered the bloodline edition yesterday, like I have done year on year but I don't agree with what they have done. I own every WWE game on pc. Keeping it last gen on pc for the sake of 300 players is going to costs them thousands in sales.
