Dodge System broken?

When I dodge an attack, I try to come back with a quick light attack (literally pressing X with no directional input) but the AI always hits me first, even though they had just missed me? Anyone else having this issue?

I just assumed they "balanced it" because it was so OP last year. It still works, but you can't use it all the time.
