can not open settings pes2015

hello to everyone
yesterday i bought pes2015
i can not open the settings
i run it as usual double click , i run it as administrator but nothing
i run compability troubleshooting , again nothing
it can not open , so i can not play as i want (full screen , resolution, manual settings on keyboard etc)
My pc runs windows 8.1 64bits
please if you have any idea i'm waiting to hear..

Yeah OP knows where settings.exe is, he just cannot open it. I for one am having the same issue.

Did you check Direct X are working propertly? Which versions of net framework have you installed on your system? Does any error message appear?

finally i uninstalled avg security and settings opened.

As tsak91vas says, this is some problem with avg. Just temporally disable AVG and run the settings as admin..
