I can't open "settings.exe" in PES 2015 folder. So I can't use my joystick. :(
It is error to open "setting.exe"

The announcement are :
"To run this application you must first install the one of the following versions of the .NET Framework:
v.4.0.30319
Contact your publication publisher for instructions about obtaining the appropriate version of the .NET Framework."

What should I do? Can someone or admin helps?

I just turned off my anti virus (AVG) and it worked. hope it works for you

You need to install the .NET framework 4 from MS : {LINK REMOVED}
