Very low FPS bug !
Hello,
I just bought this game which looks nice, but the 3D engine is stuck around 33 fps all the time.
My PC configuration: 7700K with 1080ti on 144Hz gsync monitor
I have noticed very low usage of both my gpu and cpu (around 20%)
Vsync is Off
I have tried to play with the graphic settings from low to max quality but always the same fps limit about 33 fps
I have the last driver update and a clean Windows 10 up to date.
All my other games, even the most demanding run smoothly above 100fps.
I tried to disable full screen optimization but no better.
I have searched the internet and found many other people complaining about this same problem.
What's wrong the game engine?
What else can I try?
If a developper is reading this and want to fix this issue I am available to help...

I have tried so many things but without success!
G-SYNC on/off
V-SYNC on/off
All Resolution
Fullscreen, borderless, Window
Rivatuner showing fps on screen enabled/disabled
Mouse usb plugeg/unpluged
Nvidia Driver last version 417.35, even previous version from one year ago (390) after clean DDU uninstall
Exe file of the game properties "full screen optimization" enabled/disabled
Exe file of the game properties compatibility mode Windows 7
Rebooting Windows in to Safe Mode (game runing at 1 fps!)
Trying different parameters in the config file in %USERPROFILE%\Documents\My Games\The Council\The Council.conf

Nothing works and I'm still blocked around 30fps even with my CPU and GPU doing nothing...

Strange when I tried to enable in game option limit of 30fps + vsync on then my fps decreases even more to 17 !

Is there any chance to fix this technical issue?

CPU: 7700k
GPU: 1080ti
Driver: Nvidia 417.35
Système: Windows 10 : 10.0.17134
Moniteur: 2560x1440, 144hz, g-sync (LG 32GK850G)
Souris: Roccat Tyon

J'ai continué mes investigations et je pense que ce bug est lié à une mauvaise utilisation du CPU.
En effet, j'ai eu l'idée de tester le processus du jeu avec différent nombre de Thread grâce au gestionnaire des tâches Windows.
En utilisant la fonction "Définir l'affinité" il est possible d'affecter le processus à certains core/thread aux choix.
J'ai testé différentes combinaisons d'utilisation du CPU:
1 thread: 10 à 50 fps (inconsistant avec beaucoup de saccades)
2 thread: 40 à 50 fps (net amélioration avec un début de fluidité)
3 thread: 20 à 50 fps (retour d'une grande variabilité avec saccades)
4 thread et +: 33 fps (stabilisation basse mais sans fluidité)

Donc sur mon CPU 7700k (4 cores/ 8 threads) le meilleur résultat est atteint en forçant le process à fonctionner sur 2 threads seulement.

Je pense que le moteur de ce jeu a un problème d'utilisation du CPU, notamment au niveau du parallélisme, sachant que dans tous les cas le CPU reste sous exploité…

Try attaching a controller. This helped me with a similar problem.

I just plug an old USB controler (P220), but unfortunatly it didn't help to unlock my FPS :(

I also reversed to a previous Nvidia driver (417.22) because someone reported on Nvidia forum that it has helped, but not better for me:

But something very weird happened few days ago: I launched the game as usual and I was shocked how butter smooth it was! I checked the fps and it was running rock stable at 144 (on g-sync monitor). It's amazing to see that the game can run so smoothly!
I enjoyed played it sometime then I stopped it and restart it without touching anything else, but it was stuck again at 33 fps :(

Damned, this bug is driving me crazy!

I don't know if this bug is caused by the game engine itself (because I have no problem with other games), or caused by a graphic driver update, or some Windows update, but I have tried so many things that I loose hope to find a fix :(
And no one from the game team to help...

I just tried to test different settings in the config file (true/false) but nothing helps ("antialiasing","fullscreen","vsync","locked2vsync","luminosity","initWatchDog","initGenerated")

I also launched the repair action for both install vcredist_x64.exe and vcredist_x86.exe

Steam check local files is OK

I noticed when I enable Vsync ingame, my fps is cut by half to around 15!

When you attached a controller, did your Steam overlay switch to BigPicture one (with blue colors)?
My guess is that this problem might have to do with the overlay. Mine switched to the blue one and the problem was solved. Maybe it's good idea to disable the overlay altogether.

Thank you but no, nothing happens when I attach a controller.
I have tried to disable Steam in game overlay, but still the same bug.
I just upgrade Nvidia driver to 417.71 but no better
I give up...

Having the same exact problem described here, have tried everything here and more. Seems to be related to Windows Fullscreen Optimizations. Disabling that in the options for the executable seems to be ignored in latest versions of windows 10. Has anyone found a way to fix this problem?

This is the only fix that worked for me.

This fix works for me as well. Adding a profile and turning off Vsync in NVIDIA Control Panel immediately took me to 100fps.

I had to set Vsync to FAST instead of OFF to fix this problem.

I tried everything that suggested with no luck on AMD video card. I am having real headache when playing with low framerate.

me too i had to set vsync to fast to fix this problem

Cpu r5 5600x gpu rtx 3070
fps before, 44 now 103 ultra 1440p reso
