Report a translation problem
Even so, I don't believe there has been a timed instance in the game thus far, beyond the conversations... So how long you have is likely determined by how many dialogue options you choose(ie interact with and question people as little as possible).
Replaying the chapter to find out if it is possible is going to be interesting....

Gaining the ability is not connected to the questions that you ask or skip. Mortimer will tell you and you get the ability anyway. The questions that people mention skipping in order to save time are in the first parts of you dialogue with Mortimer. Then If Mr Peru is still alive will come in and you will have a confrontation with him. Finally after that, Mortimer will let you know of your new ability (you cannot skip that part). I guess if Mr Peru is not still alive the two parts of your interaction with Mortimer come together and it is less clear which part you can skip and which you cannot.
Also Peru being dead probably saved me time (sorry buddy).
I don't think that's possible or should not be possible anyway, otherwise what's considered "Wasting time?"
