Yes the cutscenes are capped at 30 fps. Just see it as a positive so that cheap folks like you and your budget GPU can even watch the bloody thing.
I7 8700K, 32 GB DDR4, GeForce GTX 1070 Ti and only 30+ FPS?
fps wont be our main problem no mouth movements,lip syncing when speaking,game breaking bugs etc
after your game start, alt+tab and open some program (for me its battlenet launcher) then alt+tab to game.
I dont know how it works, but that help me every time with this game.

It`s true! Steam controller plugged in - about 100 fps, unplugged - about 40 fps on 1080ti at 1440k

i have a i5 8600k super over kill for this game and a 1060 6 GB card uses about 80 % of its power for this game on max at 60 fps locked
