Attrition damage. If there is a peace timer, walking any units other than spies or scouts into enemy territory will quickly damage your units, after 5-6 seconds they will all be dead. It is the same thing in diplomacy. You must declare war or alliance before walking into enemy area.

How do I declare war against AIs in survival of the fittest in team games? I opened the diplomacy menu both times before I attacked, but there were no declare war options. I had never encounter the enemy before then, nor even gone into their territory.

You only declare war in diplomacy / team diplomacy games. In all other team settings, teams are at war with one another by default (with the exception of the peace-until-X time setting).

If your issue is just attrition, then attrition happens to unsupplied units in enemy territory. You need to use Supply Wagons and/or "red" Patriots to supply your units. See also https://riseofnations.fandom.com/wiki/Attrition

The diplomacy-related attrition originally mentioned (which cannot be negated by supply) only occurs either in diplomacy games, or during the enforced-peace created by the peace-until-X setting.

Is there anyway to disable attrition that's not diplomacy based? It's the most annoying feature possible, if my troops step into enemy territory for a single second they all lose half their health.

Attrition goes both ways, and is one of the things stopping your enemies from running around your territory killing all of your citizens, caravans and merchants uncontested. Against a raiding opponent you might in fact find it just as frustrating to not have it.

Further, if your troops are "losing half their health" in "a single second", that implies that either you're walking into Russian territory (they have stronger attrition) that have heavily boosted their attrition in very late game while you have no Forage technology to reduce it, or you're falling victim to the special attrition used in peace-until-X, diplomacy, Assassin, etc (this special attrition is set to the maximum possible attrition value and can't be mitigated).

The base rate of attrition damage is 1 damage for every 3.2 seconds; the highest with normal technology and no other bonuses is 8 damage for every 3.2 seconds - neither of these is anywhere close to fitting your description. Hence why it seems like you might be dealing with the "special" attrition. In that case you just need to change what settings you're using in your game lobby to better suit your preferences.

In any case, the following can negate or reduce normal attrition:
- Supply (from Supply Wagons and/or "red" Patriots prevent all normal attrition, and particularly with the latter isn't that difficult to make use of (Patriots are smaller, faster, more durable, and available an age earlier).
- The Forage line of technology at the Smelter will reduce attrition taken if unsupplied.
- Being a lower age than the nation causing the attrition can slightly increase the attrition damage taken, so make sure to keep up your tech if you're worried about taking attrition.
- The Statue of Liberty will prevent attrition damage on anything that would normally need Supply.

(Note: Militia units take extra attrition, and it can't be negated or reduced for them)

If you really are just taking normal attrition damage (not the special diplomacy/Assassin etc attrition), wildly exaggerated how much damage it deals, and really can't be ♥♥♥♥♥♥ using the many tools to manage attrition which the game provides you, you can consider modifying the attrition values in the rules.xml file, or disabling the attrition technology research in the techrules.xml file (modifying either file will make it so that you can't play multiplayer games except with other people using the same changes). There may be mods floating around that do one or the other for you, but do be aware that modding can bring its own set of issues, particularly from less-experienced modders who are less familiar with technical details.
