"Game out of sync in rules"
So what the hell is this and how do I fix it so I did not spend my money on a broken game?

Depends....

Are you playing on Singleplayer or Multiplayer...

If Singleplayer..... Go to your library, right click ur game, and say "Delete Local Content". This will uninstall then game. Then reinstall the game and see if it works after that.

If Multiplayer.... it happens. Sometimes games jsut ♥♥♥♥ up. But you said it was in "rules", so thats a bit more interesting.

Theres a rules.xml file that people might modify to make their gameplay different, like mor epop bonus or whatever. Sometimes people edit this thinking they can cheat on multiplayer, but it ends up going OOS (Out of Sync, like what happened to you).

OR..... people might have Downloaded a Mod, but they didn't disable it, so it ♥♥♥♥♥ up the Multiplayer game for everyone.

literally all the problem was, was having the no_nukes script turned on.... like come on can i get like a 1MB fix for this? we all verified the integrity of our game caches so this obviously needs to be fixed by devs. i hate nukes
It's usually the population mod breaking. Just disable it.

no mods. just bought and installed it today (had CD copy before) was just the nuke script =\

same here. got it today, played one game and now it goes out of sync every time i try to play. i cannot play more than two minutes without it telling me. and i have verified my cache everytime before starting the game. I have found no fixes yet. This is so agrivating
Yea the no_nukes thingy makes references to the tules.xml (behind the scenes). It's ♥♥♥♥♥♥, ik... the developers haven't adressed that yet. But non-script games should still work just fine.

Like I said, if you get those with nkn-script or non-mod games... try deleting local content and reinstalling.

Things like cache and ♥♥♥♥ doesn't affect anything for RoN. The answer iams usually the most obvious answer that no one thinks o lf

i get it me and my friends play non-script games and we still get it. Its so bad that we cant play at all. we did delete the local content and reinstall it but it still happens.

Same problem here, eventhough servers that i host/join does have the "no nuke" script, this thing keeps on poping out. Sometimes it says "Game is out of sync in RULES" or "Game is our of sync". PLEASE ASK THE DEVELOPERS TO FIX THIS ♥♥♥♥! I DONT WANT MY TEN DOLLARS WASTED
What percentage of players are affected by this?
Are you using, or have you ever used MODs for RoN: EE?

I had the problem the first time i installed it and played it with my friends. i had the no nuke script on one game and recieved "game out of sync in rules" then i turned it off a few games later (those didnt work either) when i realized it was the problem. and havent had a problem since.

im using an unlimited population and no armageddon mod right now and have no problems. its just the no nukes script that screws me up

What version is your game? What is the version number that (should) appear on the bottom left when your hosting a game.

You say you play this with ur friends... I wonder if it's just you or one of your friends who has something ♥♥♥♥♥♥ up. Have you played a Multiplayer game with someone else (maybe juston the global server) and see if you get that message again (albeit try one WITHOUT a no_nukes script or mod or Scen)

For everyone else, yea the no_nukes ♥♥♥♥ will ♥♥♥♥ ♥♥♥♥ up, because they developers haven't gotten mods/scripts/scens to work out during gameplay (though I do realize they put in a good amount of time on the Workshop)

also if you are playing on the steam version and your friend is playing from an old cd you will probably get out of sync since the difference between the steam and cd version is quite large

ALWAYS delete local contant and verify integrity of the game cache (steam options) before going multiplayer if you played a conquer the world campaign. It was the problem for me in the half of the cases, maybe some napoleon scenarios messed the stuff up. It would be appliceable if the game reset the file before multiplayer (even if the game process was terminated before during single player). No_nukes: everybody must have it - please include it in the game (like in the original, old version or better: sync scripts between players before starting the game, like scenario files
