Rise.exe launches, plays the intro logos & videos in a window, and then changes to fullscreen sits at a black screen doing nothing until the process is ended.
Patriots.exe complained that "mfc110.dll" was missing from my computer (it wasn't). Copied that into the game folder and then it still complains ("The application was unable to start correctly (0xc000007b)").
tl:dr; The game still doesn't even launch. I recommend people save their money until this game is in a playable state, because it doesn't seem to be as I type this.
This is exactly what happens to me, as well (with the addition that the launcher will come up, but pushing "Play" does nothing).
My system:
Intel Core i7-2600K
8GB Ram
Windows 7 Home Premium SP1, 64-bit
NVidia GTX 760, current drivers
Anticipating a fix soon, because this is just a ridiculous situation.
- Go into the folder where RoN is installed (mine was c:\program files (x86)\steam\steamapps\common\rise of nations)
- Go into the _CommonRedist folder > DirectX > Jun 2010 and run DXSETUP.exe, let it finish
- Go back to the _CommonRedist folder and then to vcredist > 2012 - install one (or both) of those, I installed both
- You should be able to run the game now
This is supposed to be done automatically by Steam when you first launch the game - whether it is Steam's fault or the developers' fault that this isn't being done for Rise of Nations, I don't know, but this seems to be why the game won't run until these setups are completed.
I was able to play fine yesterday, so I'm assuming this has something to do with the patch.

Windows 7 home premium SP1 64-bit
8 Gigs RAM
GTX 660TI
Intel Core i5-3570K 3.4 GHz
