The game has potato FPS and so many frame rate drops despite being optimized to run at medium settings.
System Specs:
Intel Core i7-8750H @ 2.2GHz
16GB DDR4 RAM
Nvidia GTX 1050Ti 4GB graphics

The game barely gives 45-50 FPS which frequently drop to 20-30 FPS whenever theres a shooting scenario. Please help. The game is optimized via Geforce Experience to run optimally.

Don't use GFE to optimize, it is never correct, use the benchmark. Post game settings if you're having issues afterwards.

Okay, so I used the default benchmark settings. The game ran smoothly (70-75FPS) for about 25 mins or so and then the frame rate just dropped to 20-25 max. Settings posted below.
Resolution : 1920 X 1080
Quality : Very High
SSAA : OFF
Texture Filtering : AF 16X
Motion Blur : Normal
Tessellation : High
VSYNC : OFF

set everything on low, the game is still lagging tf out after 20 mins of gameplay. weirdly enough, metro exodus is giving better performance at medium graphics on the same system. CPU and GPU temperatures vary from 82-86 degrees. please help.

One of the most common issues when playing games on a notebook is thermal throttling. If the frame drop occurs after some gametime and not from the start of the game, it's most likely caused by high temperatures.

How do you record the temperatures? Alt-tabbing is time enough for a significant temperature drop.
When thermal throttling happens, the system lowers its power consumption which results in less heat generated. This should be visible by the lower frequency of the affected component(s).

Check the maximum temperature value. Or use MSI Afterburner and Rivatuner to display information via OSD.
