Graphical Glitch: Colored Static Effect on Lighting Effects
I am getting this odd graphical glitch on the start menus and in game, and while it's much less noticeable in game, it's still annoying. I experienced the exact same glitch in 2033, I don't believe it's the overclock on my 1070 because I dialed it back to stock speeds and it still didn't resolve the issue. Can anyone help with this?

Try the benchmarkprogram you find in LL-programfolder. IF you use OC on CPU/GPU, try first set them back to default and see if the glitces go away. I have no problems with OC.
My settings in bencmark:
Options: Resolution: 1920 x 1080; Quality: Very High; SSAA: Off; Texture filtering: AF 16X; Motion Blur: Off; Tesselation: High; VSync: Off; Advanced PhysX: On;
Total Frames: 14124, Total Time: 171.2461 sec
•Average Framerate: 82.51
•Max. Framerate: 145.77 (Frame: 11473)
•Min. Framerate: 12.33 (Frame: 145)
Options: Resolution: 1920 x 1080; Quality: Very High; SSAA: On; Texture filtering: AF 16X; Motion Blur: Normal; Tesselation: Off; VSync: Off; Advanced PhysX: On;
Total Frames: 15681, Total Time: 171.2275 sec
•Average Framerate: 91.61
•Max. Framerate: 219.64 (Frame: 12970)
•Min. Framerate: 12.36 (Frame: 2118)
Try different setting and try them out ingame. Its not always the test will give the same in actual game play, but you get a good advise from the test.
After Win update you have to update GPU driver. Sometimes Win updates s.crew up Nvidia...

That was exactly it, after the windows update I didn't realize it had broken my drivers, and updating my nvidia drivers fixed this issue, thank you!
